When you arrive, you'll want to specifically find The Chop Shop, Underworld's clinic. It's the city of Ghouls, where friendly Ghouls can live without fear of being ridiculed by the post-apocalyptic world that doesn't accept them as human. Underworld, if you've yet visited the location, is within the Museum of History in downtown Washington D.C. However, the most direct way to undertake the mission, where you'll learn more about what you're supposed to do straight from the source, is to head to Underworld.
